FEB’s are composed of heads of all Federal, military, civilian, postal, departmental, and agency field offices. A Chairperson, First Vice Chairperson, Second Chairperson, and Policy Committee members are elected annually from among the membership to provide leadership for the Board’s operation. The President of the Federal Personnel Council, the Cooperative Administrative Support Unit Director, and a representative from General Services Administration serves as Ex-Officio members on the Policy Committee. An Executive Director and Staff Assistant carry out the day-to-day activities of the Board as designated by the Chairperson. Committees and Councils carry out interagency projects consistent with the Board’s missions. The Board receives overall policy direction from the Office of Personnel Management (OPM). The New Orleans FEB was organized in 1969 and has grown to 66 heads of agencies, representing approximately 16,000 civilian, military, and postal employees.
BENEFITS OF FEB PROGRAMS AND ACTIVITIES
Federal agencies, employees, the public, and the community benefit from active participation in FEB sponsored or related activities. Most committees and councils present important executive briefings for Federal Executives and managers to improve the quality and productivity of the Federal work force; sponsor valuable official training for professionals, mid-level, and other personnel to accelerate career development, personal growth, and upward mobility; and update employees on legislation, regulations, and policies in special emphasis programs. Usually, there is no charge to attend the briefings and a minimal fee to attend 1 or 2 day training sessions.
FEB SUCCESS
The New Orleans FEB continues as an effective and viable structure because of strong executive leadership by its Chairperson, Officers, Policy Committee, and Ex-Officio members. Active participation and involvement by agency heads and/or military commanders is essential, as is their assignment of appropriate and interested personnel to serve on committees and councils.

COMMITTEES AND COUNCILS
The FEB supports and promotes national initiatives of the President and Administration and responds to local needs of Federal departments/agencies and the community through program activities of its committees and councils. Committees/councils are established and may be dissolved by the FEB Chairperson with concurrence of the Policy Committee. Frequently several members of the Policy Committee chair these committees/councils.
Members of the committees and councils are designated by their agency head to serve because of their position responsibility and expertise or may volunteer to serve because of a keen interest in the goals and objectives of the committee or council. Regular attendance of the meetings is expected and is considered official duty. It is most important the committee member’s immediate supervisor understands that such participation is the agency head’s wish and that it is considered official business. It is recommended the committee member report his/her committee activities to the agency head and/or immediate supervisor in an appropriate and timely manner.
OTHER ACTIVITIES
Other activities sponsored by the FEB include the Combined Federal Campaign (CFC), which is the sole authorized fund raising drive conducted in the Federal workplace; agency blood drives; Savings Bond Campaign; Holiday Gift Program; Pre-Retirement Seminar; Community outreach program; Public Service Recognition Week Mall Exhibit; Distinguished Service Awards; EEO Leadership Conference; Alternative Dispute Resolution Mediator Pool; and UNO Science and Engineering Fair Awards. The New Orleans FEB also maintains an open avenue of communications with Historically Black Colleges and Universities (HBCU) partner schools to facilitate cooperation among the involved parties in areas such as training needs, curriculum development, cooperative education, and special studies. One of the primary activities of the HBCU subcommittee is to annually compile and distribute a Human Resource Development Action Plan that lists the activities and initiatives New Orleans agencies will complete during the school year.
