It has come to our attention that employees of the Department of Agriculture, National Finance Center (NFC) have approached contracted employees asking for hiring consideration for relatives and/or friends. The purpose of this memorandum is to remind you that this type of request is a direct violation of the Standards of Ethical Conduct for Employees of the Executive Branch. No employee of the Executive Branch shall use their position as a federal employee to coerce or induce another person to provide a benefit, financial or otherwise, to himself, or to friends and relatives.

All employees should regard this memorandum as their official notice that any NFC employee found to have approached a contracted employee and/or a contract supervisor at the NFC with requests for employment or other benefit for either themselves personally, or their relatives and friends, may be subject to discipline for violation of § 2635.702, Use of public office for private gain, subsection (a), Inducement or coercion of benefits. Discipline may range up to and including removal from employment with the Federal government, depending on the severity of the offense.

The employees and supervisors of the companies with which we contract have been informed that they should not accept applications or résumés for employment from NFC employees. Reports of NFC employees asking a contract supervisor or contracted employee to accept a resume, and/or to hire their relatives or friends will be investigated and acted upon immediately.
