CAPPS Minutes – January 16, 2008

I. Welcome

Dawn Hughes-Morris, (NFC, GESD/CMB)  

Dawn advised of the evacuation and shelter in place process.

Announcements:  

  • We have experienced issues with the GroupWise (email) system and request customers to notify the Customer.Support@usda.gov mailbox if they become aware that they have not received one of the recent notifications sent out.
  • The USDA South Building is conducting a Suspicious Package Drill.  A handout was provided to the participants in the Lincoln Room.
  • CMB will strive to have the CAPPS Minutes posted on the website 5-7 business days after the CAPPS Meeting.

II.        Retirement System Modernization (RSM) Update

            EHRI Quality Reports

            TRAI  

  • RSM:  NFC will provide OPM with new data elements for RSM and EHRI.
  • NFC started data cleansing in November of 2007.  Anything listed on OPM’s “reject” report has been fixed.
  • OPM started notifying agencies of data cleansing in December.  On December 4th, OPM sent out a Memo of Understanding (MOU) to all the CHCO’s and other executive level officers outlining the responsibilities of the agencies and shared service providers.  The MOU has incorrect information in regards to responsibility.  Where it says the shared service provider is responsible, please change to agency responsibility.
  • There was a question about submitting comments on the MOU.  Randy Gonzales. advised the only comment he made was to replace the shared service provider with agency.  If agencies would like to comment on the MOU, they should contact Victor A. Karcher, Project Manager, at victor.karcher@opm.gov.
  • OPM intends to schedule agency and shared service provider Orientations starting in March or April of this year.
  • OPM has not provided any timelines for data cleansing and corrections.  As GSA and other agencies are implemented, we will have a better idea what to expect.  After GSA, the next phase is the United States Postal Service, USPS.  This implementation will provide useful information for NFC.
  • An agency asked if NFC would provide reports that can be used to assist in the data cleansing process.  Cheryl Ruf (NFC) stated that when Tom O’Keefe attended the last CAPPS meeting, he advised agencies to start their data cleansing now.  However, he did not provide information on how agencies should start nor on what type of reports to run.  Cheryl suggested that agencies contact OPM and request that someone on the RSM Team visit the agency and discuss the data cleansing process.

  • EHRI:  This year NFC will send out EHRI file and not the CPDF file to OPM.  CMB will send out a Customer Notice with the EHRI application request for access form attached.  Action Item- responsible organization:  CMB/Dawn Hughes-Morris/pending.  
  • TRAI:  NFC sent 2,500 TRAI records to OPM in 2007.  No plans to expand at this time due to the low usage volume.  
  • For NFC to allocate additional resources, agencies are encouraged to notify NFC if they are interested in having NFC send their TRAI data.  A Customer Notification survey will be sent out to the community requesting interested agencies to send an email to Customer Support.  Action Item- responsible organization:  CMB/Dawn Hughes-Morris/pending.  

III.   Updates/Action Items       

  • SPPS Web Bulletin:  Dawn advised that the NFC Bulletin was published October 2, 2007.  Please contact the Call Center with any questions.  CLOSED.
  • SF-50 Remarks (font and field size):  Randy G. advised he is unable to change the font size. 
    • Winston, DOJ, explained that more room for remarks are needed due to eOPF.  (Agencies can no longer type additional remarks on the SF-50 before it goes to OPM.)
    • Randy will check to see if there is anything he can do to increase the current limit of 10 remarks per eOPF.  Action Item- responsible organization:  GESD/Randy Gonzales/pending.
  • PC-Tare and Star Client Sunset:  GIPSA and USAID are the only two agencies left to transition from Star Client/PC Tare to another T&A system.  NFC will work with them on the transition.
  • FOCUS report data elements cleansed:  Randy discussed subject under RSM.  NFC is still unsure of what reports to run.  Agencies should contact OPM.
  • FEHB code flipping:  It was thought that this issue was fixed; however, Treasury and DOJ were still reporting issues. 
    • NFC is requesting that agencies encountering this issue send examples in a password-protected spreadsheet to Customer Support.
    • Customer Support will compile the information and send it to GESD.

  • Job Aid/Bulletin for SF-50 Remarks:  Advised this is an ongoing project and should be completed by the end of 2008.
  • TSP-SCD:  The employee’s TSP-SCD date was changing whenever a HCUP package was processed for that employee. 
    • GESD did a sweep to correct all the CSRS employees. Since we do not know the correct SCD date, NFC is unable to do a sweep for the FERS employees.
    • Agencies are asked to correct the SCD or submit the request for NFC to make the correction and include the correct date.
    • Any agency still experiencing this issue, should report it to Customer Support at Customer.Support@usda.gov.  Action Item- responsible organization:  CAPPS Representatives/pending.
  • BUS Code Changes:  OPM had previously stated that they would be making changes to the BUS codes in January.  However, they have decided to start implementing the changes with the smaller agencies first.  If that works out, they will continue until all agencies are implemented.  The goal is to have the new BUS codes implemented for all by the end of fiscal year 2008.
    • OPM sent out a memo two days ago to all the HR Directors and Executive Level Managers.
    • Currently, there is no information when OPM will start the process, nor whom they will contact first.
    • CMB will provide the memo to the CAPPS community.  Action Item- responsible organization:  CMB/Dawn Hughes-Morris/Completed 1/30/08.  

IV.     Notifications with Pending Responses  

CMB has an Excel spreadsheet listing the agencies that provided an Emergency T&A Response Letter.  Agencies can check with Kim Geraci after the meeting.  

V.        SLA Follow-up  

NFC representative Debbie Byrne provided a PowerPoint Presentation of NFC’s current SLA statistics.

  • The PowerPoint Presentation can be viewed on the homepage at www.nfc.usda.gov.
  • Some of the statistics are affected by the RIF that NFC experienced in 2007.
  • Agencies are encouraged to provide comments or suggestions on the SLA statistics.  You can email Debbie at Debbie.Byrne@usda.gov.
  • Dawn Hughes-Morris (CMB) explained that a Customer Notification process starts once CMB has verified with the programmers that there is an issue.  It does not start with the customer calling in to report an issue.      

VI.    NFC Web site Redesign  

·        The new Redesign will be available next week. 

  • A Bulletin, discussing the new features, will be sent out.

VII.  Benefits Update  

  • TSP:  The Elected Deferral Limit (EDL) for 2008 remains at $15,500 and for catch up at $5,000. 
  • TSP Auto-Enroll:  Is still pending on Capitol Hill. 
  • FEHB/FEDVIP: Deductions will occur when PAYE runs for PP 01 of 2008.  The effective date for FEHB will be with the beginning of PP 01 (01/06/2008) and for FEDVIP was January 1st (01/01/2008).
  • FSA: Flexible Spending Accts were effective January 1st (01/01/2008); however, deductions occurred with the processing of PAYE for PP 25 (of 2007).  

VIII.    2008 Pay Raise Update  

·        Pay Raise adjustments are in production.  As of Monday, agencies were able to sign on and look at the adjustments     

·        The test environment is still available for those agencies still having issues.

·        The Pay Rate Determinate Codes (PRD) J and K have not been implemented into production.  Further testing will be done today.

·        PINE, production, will run tonight as scheduled and a PAYE test pass will run tomorrow.  A notice will be sent out if we run another test.  Action Item- responsible organization:  PESB/Donna Speed/completed.

·        If the agency has any issues with their pay raise, please report it to the Annual Pay Raise mailbox at Annual.PayRaise@usda.gov.  

IX.   W-2 Update  

Ron Andrus reported that 700,000 W-2s were generated.

·        15,000 went to suspense. 

·        Out of the 15,000, currently we are working on the 7,500 that are still in suspense.

·        Out of the 685,000 submitted for printing, only 11,000 did not pass the bulk rate mail edits.  Those will be mailed first class.  Those that are returned as undeliverable will be sent to the agency point of contact.

·        DoraLee, Treasury, asked when the W-2 forms would be available on the Reporting Center.  Currently they are available on the EPP web site and ill be available on the Reporting Center by January 31, 2008.

·        Undeliverable Mail - NFC is looking at the COTS package to try and find a way to incorporate an edit for formatting into FESI, EPIC and the Mainframe applications.  We are also exploring a change to Table 16.

  X.   Federal Erroneous Retirement Coverage Corrections Act (FERCCA):  

·        Patrick Foret, NFC, advised that a Customer Notification was sent out to the CAPPS Community requesting that agencies send a completed FERCCA package.  Agencies have been submitting partial packets and then months later submitting the rest of the package.  The first and second portion of the package will be counted as two separate packages, and the agencies will be charged accordingly.  Per a meeting with OPM, the current agency is responsible for contacting the previous agency and making the employee whole.

·        Jennifer Joyner, CFTC, explained that she spoke to OPM and was advised that the agency is not to wait for information from the other agency, but to submit the incomplete package.  OPM will get back to Jennifer on this issue.

·        Patrick explained that NFC is processing the incomplete FERCCA packages as they are submitted; however, because we have to re-open and re-submit the package again, the agency will be charged again.  Patrick will find out more information at the OPM meeting on March 12, 2008.  He will compose another notification based on the outcome of that meeting.

·        Helen Young, NFC, stated her staff has completed 45-50 cases, and there is a balance of 275 cases as of the end of December.  The cases take time to process and are being worked in the order they are received.  If an agency has a retired employee, they should contact Helen directly, and she will work to have the cases processed on time.  Helen advised she could be contacted for questions at Helen.Young@usda.gov.

·        Helen and Patrick are currently working on a bulletin for processing FERCCA Cases.  No timeframe for completion.

·        Stephanie Smith, GPO, inquired if NFC kept the information or if it was reported to OPM.  Patrick explained that if the employee has already retired, the changes go to OPM; however, if the employee is active, FCputs the information on the retirement card but will not send it to OPM until the employee retirees.  

XI.    User Group Updates and Meetings  

  • EmpowHR Co-Chairs were introduced, Shane Griffith and Laree Edgecomb.  The first user group meeting is scheduled for February 20, 2008.
  • The Reports and EPIC/FESI User Groups had nothing to report.
  • The T&A Co-Chair, Shavon Butler (PSA), inquired about NFC’s comp-time decision.  Randy Gonzales responded that OPM would like the service roviders to charge comp-time for whatever expires first.  NFC is currently working on this issue.  NFC is trying to incorporate this change by pay period 01; however, they may not make that deadline.
  • An NFC Bulletin on Compensatory Times Changes Effective in Pay Period 1 will be available by Friday, January 18, 2008.  CMB will send out an email to the CAPPS Community once the bulletin becomes available on the web site.  Action Item- responsible organization:  CMB/Dawn Hughes-Morris/Completed 1/18/08.  

XII.     EPIC Redesign Discussion  

  • NFC announced that the EPIC Redesign Session would be held in the CSO, Lincoln Room on Thursday, January 17, 2008.  The session will start at 1:30 p.m. EST and end at 3:00 p.m.  An additional session will be held on Friday, January 18, 2008 if needed.  

XIII.     Lagniappe  

  • New Business:  Wendy Moore, NFC, advised she is working on a bulletin for Update 47.  There is no implementation date scheduled to update the three new authority codes.
  • NFC Orientation:  Kim Alleman, NFC, provided March 25-27 of 2008 as the NFC Orientation dates.  This information will be posted to the NFC Website.  
  • Comments from the CAPPS Community:  

o       One customer reported issues with the phone number provided on the EPP Homepage.  The representative at that number states they do not handle these calls and provides another number.  The second number yields the same results.  Bob Varnau, NFC, replied that he will make sure all the representatives in the Operations and Security Center, OSC, are notified they must handle all calls dealing with any EPP password issues.  Action Item- responsible organization:  POB/Bob Varnau/completed.

o       Winston Farmer, DOJ, asked NFC to talk about the delay with the new EPP password format.  Randy Gonzales explained that NFC was still testing and is unable to implement this project until they have the C&A approved and signed.  The new password format should be implemented by the end of February.

o       Kelynn Lewis, DHS, inquired if EmpowHR would be included in the Update 47 testing.  Wendy Moore stated yes, she would coordinate with EmpowHR for testing.  Kelynn also inquired about secure remote software being updated.  CMB will survey the customers.  Action Item- responsible organization:  CMB/Dawn Hughes-Morris/pending.

Dawn introduced representatives from the NFC: Debbie Byrne, Chief, Administrative Management Staff.

Dawn advised of the evacuation and shelter in place process.

II. Updates/Action Items

  • Job Aid/Bulletin for SF-50 Remarks: Advised this is an ongoing project and should be completed by the end of 2008.
  • Co-Chair for T&A User Group: A Customer Notification was sent out requesting a Co-Chair and Shavon Butler of CSOSA responded that she will accept the position.
  • New procedures for entering USDA South Building: Customer Notification sent out 10/04/07.
  • Update 46 Bulletin: The bulletin was posted to the NFC Web Site, 10/10/07.
  • SPPS Web Bulletin: Helen explained that due to testing, the implementation date has been changed to pay period 23. The bulletin should be posted sometime next week.
  • SF-50 Remarks: Dawn will research further and report on this topic at the November meeting.
  • Update of Emergency T&A Transmission Authorization Letters: CAPPS’ reps were advised to review their agency’s current letter on file and if necessary, provide a current letter to NFC. This process should be continued on a yearly basis.
  • GESD Escalation Process: This process is posted on the web site at www.nfc.usda.gov. NFC encourages agencies to review and follow this process.
  • PC-Tare and Star Client Sunset: It is very important for the agency to provide NFC with a plan of action.
    • Lynn May (FCA) stated they changed the file name to FESI and are done.
  • Dawn announced that the Payroll/Personnel Orientation on October 23 and 24, 2007, still has room available for requests.

III. Notifications with Pending Responses

Dawn advised that when a Customer Notification (requiring a response) is sent out to the community, a follow-up notification would be distributed before the due date.

NFC is requesting that agencies make sure they have two CAPPS representatives on the list. If an agency needs to submit a change, they should submit the change to the Customer Support mailbox at customer.support@usda.gov.

IV. Cost/Rates, Service Level Agreement and Interagency Agreement

NFC representatives Debbie Byrne and Karen Morrison did a presentation describing the Payroll/Personnel Costs and what sources are used to derive the cost for NFC services. Some costs are determined by agency use of NFC’s systems; however, some costs are derived by fixed costs/fees charged to NFC. Debbie stressed to the agencies that NFC needed to hear from them in regards to service.

Karen advised there are some standard reports provided on the Reporting Center. She will check to see if they are broken down by agency and provide that information to CAPPS. ACTION ITEM – Responsible organization: FMO/Karen Morrison/pending.

CAPPS’ members suggested that NFC compare their statistical findings with the other payroll providers and post all to the Reporting Center. Randy Gonzales (NFC) explained that the agencies would need to bring this issue to OPM. Only OPM can mandate all payroll providers publicize their statistical performance data.

V. Retirement System Modernization (RSM) Update

Patrick Foret (GESD/PRB) provided information on two issues:

  1. Agencies have expressed that OPM’s guidance on data cleansing is not clear. NFC has relayed the agencies’ confusion to OPM, in response, OPM will be sending out more detailed RSM bulletins in the future.

    NFC is currently working on employing additional staff to assist agencies with the data cleansing. Agencies should already be in the process of data cleansing. NFC is also working on creating a Time-line to provide agencies with a better idea of what needs to be done and when. ACTION ITEM - Responsible Organization: GESD/Penny Forbes/pending.

    The Client Management Branch will contact Ginny Towe about writing a FOCUS report and provide an update for the next CAPPS meeting. The community requested a report that provided information on what needed to be cleansed. Also, NFC may look into providing this information on the Reporting Center. ACTION ITEM - Responsible Organization: CMB/Dawn Hughes-Morris/pending.

    Penny advised that information regarding the RSM Project would be “spot lighted” on the NFC web site.

    Agencies had additional questions as to what should be completed, for example, FERCCA cases. Jody will provide the community with a copy of the notes. Also, Jody advised that the agencies should definitely complete all FERCCA and other cases. There is a lot of information available and the agencies should read through all of it.   2. Patrick advised that Post 56 Military Deposit procedure remains the same and all documents should be sent directly to NFC, not OPM.

NFC will be posting a revised “Post 56 Military Payment” Bulletin soon.

VI. Undeliverable Mail Update

Helen Young (GESD/PaPB) reported there have been some improvements since the last meeting. Some were timing issues where the address was updated with the postal service first, and then with NFC.

Another issue with the USPS software is how the software reads the address format. Please check the address format on www.USPS.com before entering the AD349 in EPIC. If the address is not formatted exactly as on the USPS web site, the address will reject. (For example, most people abbreviate Avenue as ave., however, USPS format is av.)

It is critical that the employee’s correct address is on file when W-2 Forms are mailed out. To reduce the number of returned statements, NFC suggested a “paperless” option. In addition, Randy Gonzales will look into creating a program, in EPP, that will check the employee’s address format against the USPS format; and if the format is not correct, have a pop up with the error message “address format is not USPS compatible.” Hopefully this can be part of the EPP update. CSOSA expressed concern with the address field length in EPIC. NFC will look into expanding the field if needed. This will be a part of the Undeliverable Mail Project.

VII. Benefits Update

TSP Account Numbers - If your employees did not receive the 'mailer' they need to go to the TSP website and click on the New Account Number link to request a new number.

TSP-41 - this was discussed at the August meeting and Jody Nyers received an update from TSP yesterday - essentially they are not looking at creating a special file or record layout for receipt of the TSP-41's automatically. They do not plan to eliminate the TSP-41 and their experience (so far) with one payroll office has not been as successful as they'd like so continue submitting this as you normally do. TSP did say they will be doing some additional programming for automating the form but it will not happen until mid-2008 at the earliest.

The Bulletin "Changes to Settlement Dates for PP 25, 2007 and PP 25, 2008” for the 27-pay day calendar - we are working on a bulletin with additional details for clarification purposes. Jody Nyers prepared and distributed a calendar reflecting the EFT and paper check dates for 2008. ACTION ITEM - Responsible Organization: GESD/PPSPS/Jody Nyers/pending.

FERCCA processing - NFC & OPM had a conference call recently and we (NFC) are putting together a Customer Notice as well as OPM plans to issue a new BAL. It's imperative to get your FERCCA cases completed and submitted to NFC for processing, especially in light of RSM coming in November 2008. FERCCA/TSP - Per the Tax and Benefits Processing Branch (FERCCA) at NFC, they are almost up to date with all the TSP cases that they have on hand. If you receive assistance from OPM (Ibsen Morales) for TSP calculations, make sure we still see the case to determine how to best process the TSP portion in NFC system.

FERCCA - Status of cases. Jody has received many calls and emails requesting updates to FERCCA cases that have been submitted to NFC. Users should be accessing SPPS to get a status (for manual pay only) of their case. It's imperative that users have access to our SPPS system so please contact your Agency Security Officer and request it.

Benefits Open Season is November 12, through Dec 10. Remember, FEHB continues unless an employee makes a change and it's effective the first day of the first PP in January (which is Jan 6, 2008). Dental/Vision (like FEHB) continues unless an employee makes a change; however, they are effective January 1, 2008, but deductions will not occur until PP 01 when PAYE runs. The website for Dental/Vision is www.benefeds.com. Also, for Dental/Vision questions/concerns, employees should be calling BENEFEDS at 1-877-888-3337 and not the HR office. As for FSA's, they MUST be signed up (they are NOT automatic). FSA elections during Open Season are effective for the Benefit Period that follows. OPM is holding their Quarterly Benefits meeting today at 1:30. Jody will share any information she receives with you tomorrow. Post meeting note: Information from the OPM meeting was emailed earlier today. ACTION ITEM - Responsible Organization: GESD/PPSPS/Jody Nyers/completed on 10/18/07.

VIII. User Group Updates and Meetings

Dawn expressed the need for user group issues to be brought up at the CAPPS meeting. She encouraged each Chairperson to update the CAPPS community about the user group’s issue.

Penny wanted to notify the community that the FESI layout will be changing with regards to RSM and the Database Update. A customer notice was sent out with information concerning this issue.

IX. Federal Erroneous Retirement Coverage Corrections Act (FERCCA): TSP Issue

It was reported that when the FERRCA cases are processed, the HCUP package changes the employees’ contribution amount. Randy reported that this issue has been resolved as of PP20. NFC no longer changes the TSP employee deduction amount when the retirement category changes.

X. Employee Personal Page: Leave Calculator

DOJ reported that the EPP leave calculator is accruing incorrect amounts for some employees. Randy reported the code was modified last week and agencies should have no more issues.

XI. Unique Employee Identifier (UEID): Concept of Operations

Customer Support provided the OPM handout on the new UEID. Randy advised agencies to read through the document and to send any concerns to the Customer Support mailbox. The document indicates that all socials will be replaced with UEIDs. Socials will still be used for third party reporting such as W-2s etc.

Since OPM has not proposed an implementation date, NFC has no plans to make any changes until we hear from them. However, NFC will create a field to house the UEID in the new database change.

DHS expressed concerns with the option to change/correct socials in the NFC system. It is common for mistakes to be made on the accession in regards to the employee’s name, date of birth and social security number. At this time, NFC does not know how they will address this issue.

XII. NFC Database Change Update

OPM provided three attachments to NFC. One was the EHRI 4.0 release because of RSM, the second was an Appendix, and the third was a source list of data elements. Customer Support provided the source list of data elements to the community for comments. NFC needs help to determine where some of these data elements can be captured on the database.

NFC is unable to provide a new FESI record layout until we hear from OPM. We are working on including Priority 1 and 2 elements because those are definitely needed. Priority 3 and 4 elements are low. NFC has a conference call with OPM to discuss RSM data elements. We will try to get the FESI layout to the community as soon as possible.

October 12, 2007, a notification with the data element attachment was sent out to the community and a response was requested. Please submit your comments and questions to the Customer Support mailbox at Customer.Support@usda.gov. Client Management Branch will capture these in a spreadsheet and provide it to Randy Gonzales.

XIII. Lagniappe

One agency stated that they were informed by the state of Kentucky, that NFC was not in compliance with state tax laws. Helen explained that we receive the information from a system called ALLTAX. The agency may receive the requirements or notice before NFC is notified by ALLTAX. The agency should notify the employee and, in turn, the employee is responsible for supplementing the amount himself/herself.

Agency advised that when processing HCUP packages, it is changing the TSP SCD date. Jenny Towe (TR) stated that one of her processors had the same issue and determined that it was a processing error and not a HCUP issue. She will send the information to Customer Support. Agency stated that the 2810 or FEHB code was flipping back to allow health benefits for employees who no longer qualify for the benefit. She sent the issue to Donna Speed and Denise Walker at NFC. ACTION ITEM - Responsible Organization: GESD/PESB/Donna Speed/pending.

Agency stated that the 571 document was populating the WGI date in EmpowHR.

Penny advised that these issues should go to the call center to be documented and handled.

Agencies expressed concern on how pay will be handled during a Flu Pandemic. NFC explained that was the reason for the Emergency T&A Transmission Authorization Letters. Treasury inquired if NFC will be changing the bargaining unit status (BUS) code for all employees. Randy explained he is checking with OPM for clear guidance on who has to make the changes. DOJ inquired about tracking the TC descriptor for telework time. The current codes do not cover DOJ’s needs. Randy asked that DOJ bring this up at the next T&A User Group Meeting. Once the user group has made a decision, the Chairperson should bring it up to CAPPS.
