CAPPS Minutes-November 14, 2007

I. Welcome

Dawn Hughes-Morris, (NFC, GESD/CMB)

Dawn introduced the, Associate Director of DC Operations, Dawn W. Mc Gowan.

Dawn advised of the evacuation and shelter in place process.

II. Remove/Mask SSN’s on Output

Randy Gonzales stated that OMB put out a memo M-0-76-16 that states it does not want any truncated or masked ssn’s but wants the ssn’s to be removed completely. He is not sure how that will affect us. He is still working with OPM on the UEID.

Treasury asked if there was any new date on the UEID, Randy reported nothing new at this time. Is it on the shared service meeting agenda? Penny Forbes stated that the agenda has not come out as of yet.

III. Updates/Action Items

  • SPPSWEB – Customer Notification will be sent out either today (November 14, 2007) or tomorrow (November 15, 2007). NFC will take down SPPS at 2PM CST on Friday November 16, 2007 a time that will have the least impact.
  • SPPSWeb will be back up and running on Monday. The CAPPS community at the meeting was in agreement.
  • SF-50 Remarks-(font and field size) – We need additional information from the agencies. Who requested that this be done? It was a DOJ issue. Winston Farmer stated that it came up on accessions. Some packages have lots of remarks; if the font size is changed we could fit all the remarks in the fields. As of now we are typing the remarks in. Randy Gonzales will look in the issue. Winston will send in some examples. Penny is afraid that the font will be too small for the employees to read and that it won’t show up on the eOPF. (Action)
  • PC-Tare and Star Client Sunset – We are contacting agencies and are discussing a plan.
  • SLA Metric Report - FMO is currently responsible for 2 sets of metrics that are published on the web. The average number paid and the FOCUS usages both are broken down by agency. As for metrics all other information is not provided by agency, however we will endeavor to publish all metrics where feasible by agency.
  • RSM- Question to Randy Gonzales – Are we closer to provide elements to cleanse? We sent info to OPM but we have not heard back yet. OPM is working with Payroll Centers and Agencies.
  • Treasury – Is it possible to get a project plan from GSA 3/08? Live by 3/08 still have issues. USPS sent 1st file and got back over 200,000 errors. Jo Bonner GSA had 600,000 errors but got it down to 130,000 errors. Randy Gonzales no information from that. Once we get information from OPM we will get it out to the agencies.
  • FEHB Code Flipping. - Donna Speed needs more information to research. Which agency brought this up. Treasury stated they did, they will send the write up. DOJ thinks they did to. (Action)
  • TSP/SCD – Randy report problems have been corrected. Any problems recently? Treasury – I think we are still having some problems. NFC asked for some examples.
  • BUS CODE- George Morris, No change as of yet. Wanted a massive update in January, but this will not happen because of issues. They will do small amount and work with agencies. Agencies will hear first and then NFC. Staggered implantation throughout the year.

IV. Notification with Pending Responses

EPIC/FESI – Sent out notifying that the two group would be combined. Kathy Orpin will be the Chair for both of these groups. The group is in need of a Co-Chair. Jeanne is a co chair for EPIC, she will think about be the Co-chair for both EPIC/FESI.

EmpowHR User Group – Is in need of a Chair. Please send in your request/suggestions.

Update of Emergency Transmission Authorization – Letters are to be submitted by December 2, 2007

Reports User Group – The User Group is looking for participants, please send in any volunteers who would like to be a member of this very important user group.

V. RSM

No updates, but will continue to leave on agenda. Will look into additional resources.

VI. Benefits Update

Open Season is upon us and it runs through Dec 10th. Remind your employees to sign up for FSAFEDS, it is NOT automatic renewal; the paperless reimbursement option must ALSO be elected, if the employee is interested. Go to www.fsafeds.com to enroll or re-enroll.

FEGLI A0 and A1 - we are working on the changes necessary to support the additional code, A1, as well as the modification of code A0. Customer Support will issue a notice when these codes are available.

Re: 27 Pay Day bulletin - this is being forwarded for signature this week and will be issued shortly.

VI. Year-End Information Submission

Submit all financial information (e.g., cash awards, promotions, Senior Executive Service (SES) bonuses, parking, etc.) to NFC as soon as possible, but no later than close of business (COB) Friday, December 7, 2007. Please refer to Bulletin:

VII. User Group Updates and Meeting
EmpowHR – We are still working on the startup of this user group. Details to follow.

EPIC/FESI – Grayed out fields 100/500 NOA’s opened (report any problems with these fields being opened up to agency rep) The schedule for NOA’s to be opened up is as follows: pp23 200-400, pp26 700’s.

Systemic Problems may not all be EPIC problems; a memo will be developed with the specific problems. The tiger team will need to know exactly when the problems occurred.

FESI – First meeting will be tomorrow

Database Change Update

CMB is working on a Customer Notification that will provide information as to when the freeze will take place.

CMB working on a Customer Notification now for all problems regarding
1920-2020 .

Dora Lee (TR) spoke about having the Emergency Leave Bank/Leave Donor Process Automated. OPM is talking with Congress on telework.

Who would be a POC at NFC concerning accounting for the corrected T & A’s. Trina Baptist 504-426-1600.

NFC is dealing directly with the agencies who were affected, however we will provide general information across the board.

Undeliverable addresses: GLC continuous change request come in. We are not sure where errors are. Either in GLC or in software. Looking to expand TMGT 16 to include residence address not reported to OPM, or maybe create a new table. We are researching as to what the right fix would be. Perhaps find some way for employees to change the method they get their mail, either a P. O. Box, or the Duty Station, go paperless for the E & L.

Question about the W-2’s? The ones returned to NFC can be forwarded to agency, however, the ones floating out there we will have no control over.

Dawn Hughes-Morris stated that we had one issue that was sent to customer support, we wanted to follow up with Jody Nyers. The person who submitted that issues please don’t leave until you get with Jody.
