CAPPS Notes - March 15, 2006
I. Welcome- Mark Liegey
announced to the CAPPS attendees the procedures for an evacuation in the
event of an emergency and/or a "Shelter-in-Place" crisis situation.
II. Reviewed Action Items and
status- (Gary Gaspard)
- NFC is in the process of testing code for the CSRS
offset error corrections to generate NFC-29's.
- Most retirement packages are being mailed within the
30-day time frame. A very few, due to errors, are sent at the 40-day
time frame.
- 2005 W-2's are on the Reporting Center and EPP W-2's
are available back to 1998. WTWO Client will have the current year and
one year prior only. Since WTWO Client will no longer be updated, it
currently has only 2004 data available.
- NFC is in the process of mailing out W-2C's.
III. Pay Changes -(Donna
Speed)
- The 3R's Project was in production for Pay Period 01
except for 2 of its components.
- Special pay rate is expected to implement in PP04.
- NFC is refining requirements and guidance for retained
pay.
Question: A Treasury
representative asked if there is a date for retained pay. Answer:
A date has not yet been determined. The requirements need more defining.
NFC hopes to implement within the next 2 pay periods.
Question: A Treasury
representative stated that NFC used to invite agency involvement and
participation. Will agencies be brought in on major changes? Answer:
NFC already does this, e.g. Pay Raise.
Question: A representative
from FERC asked if NFC developed guidelines on how to enter 3R documents.
Answer: The information will be in
an NFC Bulletin, but other mechanisms can be looked into.
Action: NFC will review
current bulletin process and look for improvements.
IV. OPM Call for FY 2005 Official
Time Data - (Randy Gonzales)
- Randy Gonzales wanted confirmation from agencies that
they were doing their own reporting. Consensus of the CAPPS attendees
was that they are and that no action is necessary by NFC.
V. EPP- SSN Masking - (Randy
Speed)
VI. Delinquent Interagency Agreements
- (Marty Curole)
- Marty provided an update on delinquent IA's and informed
the agencies that NFC GESDREQUEST will be sending notification to their
project initiators to inform them of any unsigned IA's.
Questions: A DOJ representative
asked if NFC has a list of delinquent IA's? Answer:
Yes, the NFC Project Control Officer will get with the DOJ
representative. IA's will have a 90-day expiration date. If they are
not signed and returned by that date, the request will be cancelled.
VII. OPM Requirement for 113A
and G Excel Files - (Randy Speed)
- Randy Speed gave an update on the development analysis.
Reporting Center will be changed possibly in July/August 2006 for testing.
Question: A Department
of Homeland Security representative stated that they tried to run
reports in the Reporting Center but could not. Answer:
It should be working for the current SF-113 format. Users should be
able to download in Excel Spreadsheet.
Action: NFC will look
into the problem and send out a notification.
VIII. Data Base Change

IX. DOL's Proposed SEL
- (LaShonda Terrell)
- DOL decided to withdraw the SEL changes that it had
recommended in February 2006.

XI. Potpourri
1. Question: A Treasury
representative asked for guidance regarding award code 099? Answer:
Jo Bonner mentioned that a bulletin was in draft form. NFC will
distribute the bulletin.
2. Question: A Treasury
representative stated that SF-50's from PP19 were not available. Treasury
sent several SSN's to NFC but received no response. Answer: Donna Speed
provided status of actions taken to reprint SF-50's. Agencies should
submit requests to NFC GESDREQUEST for reprints. Donna stated that they
did a massive reprinting and mailing of all SF-50Bs from PP14 through
PP25 based on requests. NFC doesn't know why the agencies are not receiving
the forms. She suggested that they use RFQS to print SF-50s wherever
possible. Action: Gary Gaspard will follow
up on the "no response."
3. Question: A Treasury
Representative asked for the capability to show foreign residence addresses
and not FPO's. On foreign mailing addresses, does NFC's mailroom accommodate
true foreign mailing addresses or does it kick them out for more postage?
Action: NFC will review and report on
its procedures.
4. Question: A Department
of Justice representative asked if there is refresh on schedule for
EPIC. Answer: Yes, it is on schedule
for the end of March.
5. Question: A USDA representative
asked about the ERI coding. What is the status of getting the 6-position
code into the system? Answer: NFC is
looking at using the remark code. We are also looking into using the
120 document to meet the June deadline.
6. Question: A
Small Business Administration representative stated that SF-50's were
missing remarks. Will NFC fix this? Action:
EPIC change is needed to pass. Customer Support will provide Pay Period
for implementing the change. It will not fix missing remarks from prior
Pay Period's.
