Notes - January 18, 2006
I. Welcome - (Gary
Gaspard) Gary reminded attendees of the procedures for evacuation in the
event of an emergency and/or "Shelter-in-Place" crisis situation.
Gary informed everyone that from now on, the CAPPS meetings will be facilitated
by Customer Support. E-mail notifications will come from Customer Support.
II. Update on NFC Status - (Penny Forbes) Chuck
Christopherson has been appointed the new CFO. There are 600 staff employees
back in Building 350. There are about 325 employees still at alternate
work sites. We hope to have them back in New Orleans by mid-February.
The data center will remain in Philly until it relocates to KC in June
of this year. New CFO asked for a letter to the clients and Jerry is preparing
it. Military personnel are no longer in building 350 (NFC) or patrolling
the streets. Destruction is still visible in the area.
Approximately 450 NFC employees sustained significant
damage to their homes. 201 employees are living in FEMA trailers that
have been set up in a trailer park in Slidell, La. 172 have found other
housing. 70 retirement or resignation actions have been process at NFC.
This is a record number for the agency and is affecting the workload.
The NFC of the future has not been defined due to recent events. There
may be more - there is an early out retirement being offered through March
1, 2006.
Receiving mail is still a challenge. We are receiving
some, but if you need to send something to NFC, you should use the expedited
procedure. Bulk printing and mailing is being handled at NFC.
W-2's were printed last weekend and have begun mailing.
NFC has identified which W-2's will be undeliverable and are contacting
agency personnel for current addresses. NFC has 80% of the contacts needed.
W-2's will be available on the Employee Personal Page or you can contact
your Customer Service Representative for information on how to obtain
a copy.

Questions
1. The DOJ
representative asked about the EPIC Training Database. The training
environment (IDMS63) is back on line. Scheduling will start to run jobs.
Users also wanted to know if the data will be refreshed with current
information. The database now has 2004 data. NFC will verify the possibility
of an update. Agencies should send an e-mail to your customer Service
Representative if you need assistance accessing the training database.
2. The HUD
representative requested a master list of contacts for assistance. HUD
has IT issues and has not been able to speak to anyone. NFC representatives
proposed to take up this issue offline after the meeting. The NFC Home
Page was updated last week with contact numbers. NFC suggested that
agency personnel contact their CSR if they are not getting proper assistance
through the normal channels.
III. Pay Changes
- (Donna Speed) 3 R's are scheduled for implementation in Pay Period 01/06.
Will check the status of table update. Retained Pay and special Rate supplement
are scheduled for Pay Period 2. The pay raise was successful. 450K payroll
records were updated on all four CV's, but NFC was waiting for some FESI
transmissions from several customers. SF-50's are being printed at NFC.
NFC is checking for print quality. RFQS users who requested NFC to print
SF-50's will receive them via an overnight carrier to allow NFC to safeguard
the data and track delivery. SF-50's will be sent to the address on Table
001. NFC is requesting physical addresses for this table. Agencies are
not being charged for the initial mailing, but will be charged for requested
reprints.
NFC will not generate NOA 894 for retained pay employees
- see bulletin for details. Donna will check to see if Treasury needs
to enter documents in Pay Period 02. A bulletin is available that addresses
how to process.
Questions
1. The DoL
representative reported that a remark code rejected on employees who
reached the salary cap for this year. Donna will provide follow-up.
IV. Benefits Update - (Jody Nyers) There was nothing
to report on FEHB changes for 2006. OPM is hosting a Super Conference
February 27-March 2, 2006. Interested parties can register on-line. NFC
is working on retirement packages received. They resumed normal processing
in Pay Period 26. Entire packages are being forwarded to OPM. Agencies
should submit the packages via overnight process. NFC is contacting agencies
for additional information needed to process older cases.
V. 2005 W-2 Information - (Ron Andrus) Ron reported that over 650,000
W-2's had been printed and mailed. 15,000 are in suspense; the number
decreasing daily. January 28th is the projected target date for mailing
all W-2's. 2005 W-2's are not available on the client server. 2005 W-2's
will not be available on the WTWO client but rather accessible via the
Reporting Center. Several issues need to be addressed before NFC can load
the W-2's; NFC will update you all next week/month. Agencies need to request
that the detail data be posted on the Reporting Center if they have not
previously done so. Note - The bulletin announcing EARN and Form W-2 are
now available through the Reporting Center has been delayed. The Turbo
Tax link should be available by January 31st. W-2's will be posted on
the Employee Personal Page after verification is complete. NFC will post
a message on the EPP when they are available. A security request is needed
for agency access to W-2 and EARN data on the Reporting Center. EARN data
will continue to be available on the Client Server for about six months
after the Reporting Center is populated with it.
VI. Database Changes - (Randy Gonzales) provided
the report. Data Base changes are scheduled for the later part of the
year (autumn). NFC is gathering information. Some of the scheduled changes
are for the Race Indicator, Language Code Format (to 3 positions) and
FEHB Coverage Code (from 3 to 5 positions). There will also be changes
to the FESI record layout. Agencies will have to make the same changes
in their front-end systems. There will be a mailbox for agencies to request
changes. The Treasury representative asked when the Ethnicity Code change
will be implemented. NFC will check on the date. Other projects slated
for this year include the FBI Implementation and the Data Center move
(Operating Systems and data moving from Philly to KC). IRMD will be invited
to attend future meetings to provide updates.
VII. User and Work Group Updates
1. Benefits
- Jody Nyers - next meeting scheduled for
February. Jody will notify everyone on group list.
2. EPIC - Gary
Gaspard -NFC hopes to schedule a meeting soon, but no later than March.
3. EPP - Penny
Forbes - Users should expect a slower than normal response time for
the EPP in Pay Period 01 due to the increase of users. NFC is looking
into purchasing larger capacity servers to accommodate the volume.
VIII. Potpourri
1. Wage Grade
increase has been approved retro to October. Change entered in system
in Pay Period 01. NFC will verify whether change is effective during
Pay Period 01 or after Pay Period 01 BEAR run.
2. SPPS - Does it matter if documents are entered
in Client Server or Web? It doesn't matter which system you use, but
NFC will sunset the Client.
3. Empower - Override/Correction and HCUP enhancements
are scheduled for April. NFC to provide an update.
4. Policy questions previously addressed to Cliff
Lee will now be answered by Jo Bonner.
5. Treasury representative wanted to know when
the Emergency Military Leave change will be implemented. This has been
tabled till after the Pay Raise.
6. Treasury representative wanted to know if
CD's can be produced for prior pay periods - current pay periods only
are available.
7. Treasury representative asked if the Earnings
and Leave information can be extracted from EARN (Reporting Center)
to enable them to produce E&L in Braille. They should be able to
download a file.
8. DOL representative wanted to know why the
Earnings and Leave Change was not on the agenda. NFC removed it from
the agenda until copies of the proposed E&L could be distributed
to user community and studied. The DOL representative provided hard
copies of the SEL to attendees and would provide soft copy to distribute
to those not in attendance. NFC will put topic on agenda for next meeting.
9. CFTC reported that when CFC documents are
entered, they receive an error for large amounts of money. They enter
an override code and the document applies to Future. Each pay period
the document comes back to suspense and they need to re-enter the override
code. NFC stated it was designed that way to enable users make sure
there are no changes and still want document to apply as is. NFC will
check to see if edit can be lifted for CFC documents.
10. CFTC reported the Federal Tax Bulletin link used to view
the updated federal tax formula takes you to the Earned Income Credit
Information. Also, the Federal Tax Formula link on the NFC Home Page
still has 2005 tax information. NFC reported that the formula will be
available on-line by COB, January 19, 2006.
11. The 'search' feature' should be available
on the NFC Home Page soon.
12. FMCS, reported it is difficult to get into
South Building for meeting and could a list be provided to guards. NFC
will check with Office of Operations to see if the check-in procedures
have changed and will take action as needed.
13. BPD asked if an accurate list of those affected
by the CSRS Offset problem was ever sent and were the corrections processed
in the system. NFC will follow-up and provide a status.
14. BPD reported the TSP SCD is wrong in some
cases on database. Table 101 is not being updated. NFC will follow-up
and provide a status.
15. NFC will provide a schedule of meetings for
the remainder of the year.
